Interview about Henry Frank's organization, the Haitian Centers Council. This organization was in the middle of the Supreme Court case Sale v. Haitian Centers Council, 509 U.S. 155 (1993), decided 10 days after this interview was conducted. The interview covers the issues of Caribbean immigration into NYC, fears of HIV-AIDS being brought by Haitian refugees and political unrest in Haiti.

Vardy is a demographer for the New York City Planning Department and discusses what demographic trends are taking place in the immigrants arriving to New York City and how American immigration policy affects that.

Vardy says that New York City has a historic underground immigrant economy that avoids the fees, taxes and regulations that legitimate businesses adhere to. The Caribbean, particularly Haiti, Puerto Rico, Jamaica and Guyana dominated legal immigration into New York City in the 70s and 80s. However, with the fall of the USSR, immigration from Eastern Europe has greatly increased.

Vardy discusses which factors improve the likelihood of immigrants eventually becoming naturalized citizens, highlighting an ability to speak English. Vardy quotes numbers reporting that no one group dominates the drive to become naturalized citizens. Vardy remarks that even Peter Stuyvesant complained about immigrants coming into New Amsterdam who didn't speak Dutch. Vardy ultimately dismisses the idea that immigrants are a detriment to the City.
